Thought this may be of interest as I know there are folk in NSW that make use of TSRs to give their dogs a run.

As you should be aware there is currently a review of the Livestock Health and Pest Authority, (LHPA) taking place and for a very short time there is the opportunity to submit comment to the Review Panel.



The deadline for submissions is September 30th 2011 so urgency is required.

Below are a couple of extracts that are relevant to fishing access.



Are there specific current LHPA responsibilities/activities/services that do not deliver benefits to LHPA ratepayers but deliver benefits to others in the NSW community? What are these?

Is and if so to what extent is the maintenance of certain Crown lands as Travelling Stock Reserves justified on net public benefit grounds?





Should the Review consider the economic rationale and functioning of Travelling Stock Reserves or is this issue more appropriately dealt with by the State Policy Council?



Clubs and individuals are urged to comment as recent events by the National Parks Association to have TSRs transferred to National Parks are a very real threat and these people are ensuring that their members submit comment urging the takeover by Parks.

It is therefore very important that recreational users such as fishers make their interests known.



SWAA suggests that comments be brief and supportive of the LHPAs as they stand and insist that TSRs remain under LHPA control.

However we would like the “prescribed activities” on TSRs to be changed to reflect the need for access and camping for recreational users and the regional communities that rely on these areas.

The overnight camping on TSRs is now permitted with a permit issued by the local LHPA, however this is a free permit and does not allow any cost recovery for the LHPAs that are funded by landowners.

There are also concerns that travellers do not know which board they are in or where to access such a permit.

A suggestion could be for an annual permit that would allow access to all TSRs that may have some cost recovery ( ie small fee)

It is important that submissions be unique and not in the “form letter” format as these are counted as a single opinion.

Please take this matter seriously as the access to fishing areas through TSRs is vital in a world of rapidly disappearing access points to our rivers and streams. Don’t let your next reaction be to the reserve that has a locked gate because by then it will be too late!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
